CCOO Pliego complaint to the City Council's refusal to negotiate a collective agreement and the violation of rights of the Local Police (17/02/2009)

CCOO claims that the local police performed their duties in appalling conditions.

Note from CCOO:

CCOO in the year 2,003, appealed and denounced the resolution denouncing Mayor and void and annulled the Framework Agreement signed in 2002, which regulated working conditions of workers in the City of Pliego (Murcia).

Since that time and during this long time has not been possible to reach an agreement with the Corporation.

After several letters tucked by the Union, requiring the convening of the negotiating table, finally it convened the December 17, 2008, introducing the delegates and union representative at the CSI-CSIF Hall, D.

Manuel Pedro Sanchez, a financial offer and closed that brooked no negotiations whatsoever, the said Officer has consistently refused to negotiate a collective agreement, even saying, just not seeing the realization of a collective wage revision for Local Police .

This official until today's date is assigned to a specific complement of '52 16,838 euros, representing an annual difference of 11,053 euros and monthly '32 789'52 euros, against a local police officer (both belonging to same group of officials C-1) and also carries more than 700 hours overtime per year, well above the maximum set by law (80 hours / year) and that the split in work for the City Council and two Associations and Services (Commonwealth of Mula River Social Services and Commonwealth Travel Services Espuña, so also is rewarded), which belongs to the City Council.

The financial offer submitted by the Personnel Officer, is rejected even by their own union, which disagreed with it, by letter dated December 16, 2008, sent to City Council by its Chairman, Mr. D.

This bid is accepted by the Corporation to refuse to negotiate the draft Convention for the trade union and economic measures contained therein are included in the 2008 Municipal Budget as approved at the next day.

Among other things, these measures involve a modification of the specific complement of most officials, either upward or downward, to which CC.OO expressed his total disagreement, showing through his union representative a written statement to the Budget City in a timely manner, requesting that these issues be discussed and reached agreement on them.

This union also denounced the current situation in which there is the Police Force and Local Pliego been dragging its creation, (police without prevention and safety measures, lack of technical means and materials, planning targets, constantly changing shifts and working hours, low wages, violation of rights etc.), a situation that following the approval of the Municipal Budget and bad faith bargaining, the local police is shattered all expectations of improvements promised by the Corporation Mr chairs the meetings.
